I think nothing is outdated. So for  initiation its not a bad idea.
I also recommend you to go through this text book, from which you can get enough knowledge about Balochi language with the help of Sulemani Dialect.
But in today's era  maximum Balochi written material are consists of makkurani and Rakhshani dialects so after reading this text book you will be in need of learning standard Balochi, based on Sayad Rahband or Sayad Hashmi's orthography.
(Its another debate that standardization of Balochi language is still a pending task from all Balochi linguists and scholars because nobody is agreed to accept other's theory.  But still Sayad's theory is being implemented in almost all literary and academic circle)
